  What is it you want to achieve/solve?:

  • Focus on a key, local strategic issue or priority (such as crime reduction, or improving public health) and:

  o Test and demonstrate how, through using open data standards, we can find smarter ways of bringing together and visualising data from multiple (national and local) sources

  o Enable councils and their delivery partners to reduce cost and complexity of acquiring and re-using data from multiple sources; and

  o Provide powerful new insights into local issues and priorities, or improve engagement with service customers and citizens.

  • This challenge will involve blending and combining the Indices of Deprivation with other public sector sources. The aim is to show how this combined source can improve understanding of policy issues, and the impact local services and priorities inside and outside of deprived localities.

  Who is the audience?:

  Local Authority strategic planning, performance management, and lead officials for individual service lines

  Partners – e.g. voluntary or charity organisations

  Service customers and local residents

  What data sets are available/needed?:

  1) Lack of consistent, robust standards for blending and combining data from multiple sources

  2) Cultural and technology challenges around incorporating new standards and publishing techniques in existing IT systems

  3) Convincing and persuading software vendors (e.g. commercial suppliers of performance management and benchmarking tools) to change their products and incorporate new standards

  Public Toilet Open Data

  What do we want to achieve? A complete, accurate and maintaind open dataset for the UK’s public & community toilets, (whether managed by public or private sector) that includes location and other information needed for people to know if the facility is accessible to them (e.g opening times, access, provision…) It sounds like something that would exist.   What do we want to achieve?

  A complete, accurate and maintaind open dataset for the UK’s public & community toilets, (whether managed by public or private sector) that includes location and other information needed for people to know if the facility is accessible to them (e.g opening times, access, provision…)

  It sounds like something that would exist. It doesn't, although there are projects trying to crowd-source it. Public toilets are provided by local authorities, although there's no statutory requirement.

  An open dataset has already been accomplished in Australia; their National Public Toilet Map has details for 15000 public toilets, with data from 1000 organisations.

  The open data can then be used on and offline in maps and apps - apps that could allow user ratings and reviews, and better communication between users and providers.

  It would be particularly useful for informing the public of community toilet schemes (where councils pay businesses to open up their toilets to non-customers), which are growing in number but are impossible to communicate, especially to visitors to an area (some London Boroughs have around 100 participants!)

  For who?

  Everyone, but particularly those with continence concerns (more likely to be older people, those with medical conditions, those on medication, pregnant women, young children, people who’ve drunk a lot).

  There are also benefits to local councils in comparing provision, in reassessing provision, and in communicating their public toilets to the public, thus increasing use of the facility and reducing opportunities for misuse or vandalism.

  It would also make it easier to create regional maps (not defined by administrative boundaries), as well as national info.

  Finally, there are benefits to campaigners & researchers to highlight problems or best practice.

  What data is needed?

  Public toilet open data from local councils, to being with. We could also address business providers who allow the public to use their toilets (National Rail, John Lewis...)

  Are there barriers to realisation?

  Oh yeah! Ordnance Survey licensing – Councils cannot use existing data from their GIS as most toilet locations are plotted, and therefore owned, by OS (via PointX points of interest data).

  This either needs addressing, or the location data needs to be provided by other means (crowdsourcing, OpenStreetMap) for councils to enhance, maintain, and reissue.

  Local Directgov has made available several open data sets and we would like you to explore ways to use the data in conjunction with other data sets in the public and voluntary sector.

  We have a list of Local Directgov locator links for over 240 local authority services. Links are based on the Local Government Service List (LGSL) and Local Government Interaction List (LGIL). LGSL/LGIL identifiers for each service are listed along with the relevant locator URL where visitors can accurately locate a local service by postcode, location, map or council name.   Reporting street light faults by Smartphone

  Camden Council has published a list of street lights in the borough on our Camden Data site at http://www.camdendata.info/AddDocuments1/Forms/DispForm.aspx?ID=256.

  Rights of Way Data Released as Open Data

  As I understand it, each council holds a definitive map and description of the legal rights of way, including footpaths, bridleways, byways, etc. This data is shared with OS to produce various paper maps and these are used by walkers and cyclists to plan their leisure activities. OS Opendata has released a great deal of map data but rights of way information is lacking. This data should be made available to encourage ...more »

  As I understand it, each council holds a definitive map and description of the legal rights of way, including footpaths, bridleways, byways, etc. This data is shared with OS to produce various paper maps and these are used by walkers and cyclists to plan their leisure activities. OS Opendata has released a great deal of map data but rights of way information is lacking. This data should be made available to encourage innovation and the production of maps suited for leisure use.

  It may be possible to contact each council and persuade them to release their data but it would be ideal to have all the data available in a nation wide data set.

  OS provides a way to release data based on their products under the PSMA exemption procedure.

  Council Datasets Useful for Making Open Data Maps

  I am part of a community creating open data maps. We use open data sets to validate our maps and to improve them. Here is a list of data that councils might be holding and would be useful to us. Even just having the addresses is a great help. Knowing the location too would be great. Some types of features are of more interest than others, so we can prioritise - we don't need this data in one big release! Interesting ...more »

  Interesting data for mapping: (speed limits, speed bumps, etc), post offices, alchohol licensed buildings, sure starts (kindergartens), petrol stations (or petrol storage), public telephones*, taxi ranks*, dentists*, arts centres, public art, law courts, crematoria, fire stations, police stations, council grave yards*, markets*, prisons, recycling points, public toilets, places of worship*, parks, landfills, allotments, sports centres, tourist information offices, museums, highway maintenance depots, quarries, planning permissions, amusements, auction licenses, animal boardings, pet shops, tattoo shops, sex establishments, horse riding establishments, gambling locations, zoos, trees (apparently the highway authority has a tree database), park parks (including outside medway), highway renaming, new highway designations, changes to rights of way, all business premises .... did I miss anything?!

  Is ‘Air Quality’ a problem where I live?

  What is it you want to achieve/solve?: Publish Air Quality data collected by individual Local Authorities, and by DEFRA, in a form that can be joined up with similar data, and with other data such as • Demographics • Health Incidents • Carbon Emissions • Traffic Counts ... to highlight correlations, and to inform local people so that they can see if ‘Air Quality’ is an issue that should be a priority in their area. ...more »

  Air Quality data appears to be published in many different forms from each Council, often related to the supplier of the data capture equipment.

  Not obvious where to source the related data from

  Ability to use Analytics and Spatial Queries to find the ‘hot spots’ and correlations.

  There are many plans, strategies, priorities, and so on from many public sector bodies ( some working in partnerships ), that affect many stakeholder groups. How can a person, locality, business, community etc find those that will impact on them?

  • Ontology of plans/strategies/services etc ( building on the esd-Toolkit LG Business Model )

  • This information is normally duplicated across many organisations – but cannot be queried across definitive sources at one go.

But what about if people could “rate” not just our services but how they feel about their community?   Local authorities have data on people (demographic) and services (where they’re based and how they perform). But what about if people could “rate” not just our services but how they feel about their community?

  There are tools which enable people to rate services and others which rate feelings and others which do a mix of both. There are others which aren’t public service specific but enable you rate customer services.

  So how do we combine this with other types of data on an identical service (i.e. data from Living Streets street audits with streetscene performance data or http://www.patientopinion.org with health data) or similar issues (i.e. data from www.mappiness.org.uk versus upcoming ONS data on happiness).

  It would be a way of valuing and working with community groups that support residents to collect and use evidence to rate services and issues and learn from them what motivates their users to "rate" and what they use the "rating" for .

  Who is the audience?:

  People who want to express themselves about their community and the services they use

  What data sets are available/needed?:

  Datasets available

  Update Government Databases based on Public Annotations

  There are many open datasets released by the government and they can be improved by public annotation. The government keeps their data set separate and doesn't improve their data based on the corrections that are freely available. I am particularly thinking of location data, but occasionally public services are renamed and the original government database is not kept up to date. The government keeps their data set separate and doesn't improve their data based on the corrections that are freely available. I am particularly thinking of location data, but occasionally public services are renamed and the original government database is not kept up to date. The annotations made by the public would probably have to be moderated to prevent false information being accepted into the main database. So the main problems are raising awareness in the council that this could be done, and quality assurance.

  Maintaining Data Quality

  Data quality , which means the age, the accuracy and the consistency of data is a vital consideration. For example an error of 5 meters in Blue Badge parking data can put the spot on the other side of the street with the nearest crossing point 250 meters away - not good for a wheelchair user.   Data quality , which means the age, the accuracy and the consistency of data is a vital consideration.

  For example an error of 5 meters in Blue Badge parking data can put the spot on the other side of the street with the nearest crossing point 250 meters away - not good for a wheelchair user. Similarly a bus timetable that is a year old is worse than useless. Badly completed data e.g.: zero's in postcodes entered as the letter 'O' mean large scale imports need cleansing work.

  Having implemented many hundreds of data sets for local and central Government over the years I can testify that these issues come up with almost every data set.

  This problem needs to be addressed in two ways: Firstly the data providers need to work on the quality of the data, secondly the applications created must facilitate easy editing and correcting of records as well as the delegation of data maintenance in order to keep up quality.

  I would like to see a standard created that states that published data has been maintained to a particular level. To my knowledge this has not been done yet.

  Open data checklist

  I'd like to see a tool which helps councils identify the data they've got, and the format they could publish it in. It would essentially be a big grid, with datasets listed along one axis and councils listed on the other. If a council publishes the dataset they can tick the box, and provide notes on how they did it, such as the format used. Reasons for doing this: 1.   I'd like to see a tool which helps councils identify the data they've got, and the format they could publish it in.

  It would essentially be a big grid, with datasets listed along one axis and councils listed on the other. If a council publishes the dataset they can tick the box, and provide notes on how they did it, such as the format used.

  Reasons for doing this:

  1. Helps councils to realise what data they have.

  2. Helps councils coalesce around common formats for the same dataset, making the data easier to work with.

  3. Councils are good at completing checklists; much better than they are at meeting vague aspirations such as "open up your data".

  4. If you get the checklist included in the annual SOCITM report, it will carry weight with council managers.

  A nice-to-have would be to link to data.gov.uk API and tick the box if a council has submitted a dataset with a particular tag.
